Reverse 911 - What about cell phones?During the recent fires, many people were notified by phone through a "Reverse 911" process that evacuation was required. But what about those who only have cell phones and the many situations where a cell phone or land line number are not local exchanges?

Cell phone fix for San Diego County
News sources said that residents of San Diego County can add a cell phone number to the Reverse 911 system at Reverse 911 Cell Phone Input
It appears this facility is part of an ad hoc effort not a national program. A similar arrangement was posted for residents of the city of San Diego. It tied into Homeland Security whereas the county had an arrangement with Twenty First Century Communications. I really wonder if the system would have worked if needed as it must be hard to merge the data submitted into a system for calling based upon neighborhood area.
Universal Communications Systems up to the job?
From what I can tell, the supplier of the system to add cell phone to reverse 911 service was Univeral Communications Systems, apparently part of Twenty First Century Communications. Their web site suggests they specialize in being able to integrate data, such as what was being submitted from the web into a system for outbound calling. I wonder how well this can be done in real time - that is in a manner that would be have timely during the fires.
